The accused include Harendra Krishna Singh, the then panchayat secretary, Jogata panchayat, Chandeshwar Mahto, the then panchayat secretary, Narbirpur panchayat, Bhagwan Prasad, the then panchayat secretary, Gopalpur panchayat, Dev Prasad Ram, the then panchayat secretary, Narbirpur panchayat, Baidyanath Rai, the then panchayat secretary, Jogata panchayat, and Baliram, panchayat secretary, Araila panchayat.
The BDO said that Director, Rural Works Department, had sought report on the work done under a scheme and so documents and papers were demanded from the panchayat sevakas and NGOs that were assigned the work but neither of them complied with the order.
