Patna: Taking serious note of non-payment of allowances to Civil Defence volunteers for 2012-13, 2013-14 and 2014-15 despite availability of funds, Bihar Human Rights Commission (BHRC) on Tuesday asked Deputy Controller, Civil Defence, Patna, to appear before the Commission on September 9 , 2016, with action taken report in the matter giving reasons for inaction so far. The matter has been listed for September 9.
Civil Defence Volunteers /Wardens of Patna district had complained to the Commission that despite availability of funds from the Civil Defence Headquarters at the disposal of the District Magistrate-cum- Controller , Civil Defence , Patna, payments for the contingency duties performed during 2012-13, 2013-14 an 2014-15 have not been made as yet. The BHRC had asked for response from the District Magistrate, Patna. DM, Patna, had also directed his Senior Deputy Collector-cum- Deputy Controller, Civil Defence, for submitting report, yet no report has been sent to the Commission, acording to BHRC member Neelmani.
The BHRC again asked for a response from the Civil Defence Commissioner, Bihar. SP–cum-Assistant Commissioner, Civil Defence, Bihar, has informed that despite several directions to the Controller, Civil Defence , Patna, payments have not been made to the volunteers for the duties performed during extreme emergencies despite adequate funds at their disposal. The entire grant of Rs 10 lakh in 2014-15 was surrendered.
