Patna: Bihar Human Rights Commission (BHRC) on Friday directed the state government to pay a compensation of Rs 50,000 to Dr Hemant Kr Das, Sr. Resident, Surgery Department, Jawahar Lal Nehru Medical College and Hospital (JLNMCH), Bhagalpur, within two months for the inordinate delay in payment of his salary. The BHRC has also directed the health department to apprise it of the follow up administrative taken in the matter by August 25, 2016.
Dr Das had complained to the Commission on May,2016, that he joined the office of Superintendent, JLNMCH, on January 12, 2015, as per the government notification but he did not get any salary till date. Notices were issued to the Principal and Superintendent, JLNMCH. According to the reply filed by Superintendent, JLNMCH, there was a technical flaw in the notification due to which payment could not be made. He made a reference to the Health Department in April, 2016, for rectification of the notification. The rectification was issued by the Health Department on June 15, 2016.
Dr. Ranjeet Kumar Sinha, Associate Professor- cum- OSD, Health Department, and Dayanand Prasad, Under Secretary ( Nodal Officer), Health Departmen, appeared before the Commission on Friday and presented a report from the state government indicating that department has sought explanations from the Principal/Superintendent, JLNMCH, and up-to-date salary dues of about Rs Seven lakh have been paid to the petitioner, who has also expressed satisfaction at the administrative response and requested for withdrawal of his complaint. The Commission will hear the matter again 0n August 31.
