Patna: Anand Kumar, City SP, Muzaffarpur, and an IPS officer of 2012 batch, on January 17 transferred and appointed as ADC to the Bihar governor. He has replaced Rai, an IPS officer of 2011 batch, who has been kept waiting for posting and asked to join at police headquarters.
