Patna : Bihar government on April 11, 2017, promoted two IAS officers of 1986 batch : E L S N Bala Prasad and Sanjiv Kumar Sinha, to the apex payscale. Bala Prasad is Principal Secretary to the governor while Sinha is Chairman, Bihar Staff Selection Commission (BSSC). Both these posts would be upgraded to apex payscale with effect from the date they assume charge in the new payscale.
