Patna : From next academic session, the universities in Bihar will implement choice based credit system (CBCS). This was decided at a high-level meeting of the vice-chancellors and pro-vice-chancellors of all the universities held at Raj Bhawan here on Saturday.

The VCs also decided to introduce university management information system at the earliest to ensure easier dissemination of information and maintaining transparency. However, no decision could be taken on the creation of the higher education examination board.

Addressing the meeting governor-cum –chancellor Ram Nath Kovind said that academic and examination calendars must be regularized in all the universities by ensuring timely admission, teaching, examination, results and distribution of degrees. Most of the ills of the university system would be automatically cured  if the academic sessions get regular, he said. He also asked the VCs to make a permanent arrangement of disposal of all problems relating to promotion and payment of retirement benefits to the teachers and non-teaching staff.

The Chancellor also emphasized on strengthening of student welfare committees and grievance redressal mechanisms in the universities with a view to solving the problems of students. He said that wi-fi system and e-libraries must be made available in all the educational institutions.

He asked the universities to adopt a  neighbouring village for ensuring its all-round development. The village people should be made aware of the various development schemes of both the central and state governments so that they might be able to take full advantage of these schemes.

Education minister Ashok Chaudhary said that universities should ensure that teachers remain present on their respective campus at least for five hours every day. Regular presence of teachers would not only ensure regular classes but also create interest among students for learning. Chaudhary said that universities must submit their utilization certificates in time for timely receipt of the government grants. He asked the universities and colleges to accelerate the process of getting themselves accreditated by the National Assessment and Accreditation Council (NAAC) so that they may avail of grants sanctioned by the UGC and Rashtriya Uchchtar Shiksha Abhiyan (RUSA). The VCs should take necessary steps for implementation of all the educational development schemes in phases with a view to raising the standard of higher education.

Discussion on issues relating to management information system, higher education examination board, computerization of admission and examination processes, implementation of CBCS and semester system, automation of university and college accounts and enforcement of academic calendar was held at length by the VCs and pro-VCs at  the meeting.
