Patna:  A division bench of Patna high court comprising Acting Chief Justice Hemant Gupta and Justice Sudhir Kumar Singh on January 18 directed the state government to clear its stand over participation of  school going kids in Human Chain on January 21 and closure of National Highway (NHs) and State Highway (SHs) for two hours across the state on the day. The court directed Principal Advocate General Lalit Kishore, lawyer representing the state government, to file an affidavit on January 19.

An NGO, Forum For Public Interest Litigation, had filed petition with Patna High Court over the issue. In its petition, the NGO stated that participation of school students in Human Chain for creating awareness among the people about prohibition is wrong. It further stated that closure of NHs and SHs across the state would lead to traffic anarchy.

It may be mentioned here that Bihar government has planned to form a human chain on January 21 across the state to create awareness about prohibition.
