Bagaha : The inordinate delay in paddy procurement by Primary Agriculture Credit Societies (PACs) under Bagaha Sub-Division in West Champaran district has forced the farmers to sell their paddy to the middlemen.

The Government had announced to open a paddy procurement centre at every panchayat from November 15, 2018, to procure paddy from the farmers at the minimum support price of Rs 1,750 per quintal. However, the primary agriculture credit societies are reluctant to procure paddy due to moisture in the paddy.

Block Co-operative Officer (BCO), Bagaha-2 block, Bipin Kumar, said that the paddy procurement could be further delayed in the absence of cash credit to the PACSs. He said that the PACSs would start paddy procurement only after the banks sanction the CCA.

As a result, the farmers are selling their paddy to the middlemen at throwaway price to undertake rabi and sugarcane cultivation. Tirupati Sugars Bagaha started its sugarcane crushing season in the first week November 2018 and purchased around 47 lakh quintals of sugarcane from sugarcane growers but has failed to pay them for the same. Bihar Sugarcane Supply and Purchase Act makes it mandatory for the sugars factories to pay sugarcane price to farmers within fortnight from the date of supply of sugarcane to the factory.

Many progressive farmers including Lal Babu Yadav, Nandeshwar Pandey, Chhote Srivastava, and Permit Kumar Singh  alleged that the PACSs were reluctant to purchase paddy from the farmers on the pretext of money and the middlemen were taking advantage of the situation in connivance with the PACSs. Chhote Srivastava urged CM Nitish Kumar to order opening of paddy procurement centres at every panchayat at the earliest and ensure payment of arrears of sugarcane to the cane growers immediately.
