Patna:Department of Personnel and training, Government of India, has taken strong objection to promotion of three IAS officers as principal secretaries against the guidelines of the government of India. The centre has sent a note to the state government recommending for their demotion as they were granted promotion violating the GOI guidelines.
According to DOPT guidelines  clause -V -issued on March 28, 2000,”the zone  of consideration in this grade (principal secretary) may consist of the supertime scale level officers who have completed 25 years service.”

Three IAS officers of Bihar cadre : Chanchal Kumar, Harjot Kaur Bhambhra and Deepak Kumar Singh (all 1992 batch) were promoted as principal secretaries recently without completing 25 years in the service. Chanchal Kumar associated with CM Nitish Kumar since his tenure in the union cabinet and also in chief minister office also benefitted by the decision of the state government promoting the three IAS officers without completing their minimum requisite of 25 years in service.
