Pana: After the Patna High Court declared Bihar government’s notification of April 5 declaring prohibition in the state as illegal and unconstitutional,  the state government will enforce the new law from October 2, 2016.The Bihar Eexcise and Prohibition Act will become effective from October 2.The Bill was passed by both the houses of Bihar legislature on August 1, 2016, and  Governor Ram Nath Kovind gave his assent to it on September 7.
Provisions in the new law are more stringent than the April 5 notification. Under the new law, every adult member of the family shall be held responsible for recovery of liquor in the premises and community punishment will be imposed for violation of the law.
Former deputy chief minister Sushil Kumar Modi and state BJP president Mangal Pandey, at a joint press conference here, urged CM Nitish Kumar not to implement the law and bring further amendments in the Act by convening a special session of the state legislature.They called the law draconian.
