Patna: Bihar governor Ram Nath Kovind on Wednesday gave his assent to the Bihar Excise and Prohibition Bill passed by state legislature on August 1. The Bill has 100 sections and provides for stringent punishment to the violators of the excise and prohibition laws including death sentence and life imprisonment.
The Bill was passed amidst boycott by the opposition BJP members in both the Houses of the state legislature. Former chief minister Jagannath Mishra had written a letter to the governor requesting him not to approve the Bill as its provisions violated fundamental rights. He had suggested the Raj Bhawan should refer the Bill to the President for his consideration. The new legislation will replace the Bihar Excise and Prohibition(amendment) Act which was enacted in April this year.
