Patna: Bihar Human Rights Commission (BHRC) on Tuesday directed Home department, Bihar government, to pay a compensation of Rs 1 lakh within two month to Bibhore Kumar, son of  late Mukesh Kumar Singh, 45, a convicted prisoner lodged in Muzaffarpur central jail who died due to delay in treatment. It is absolutely clear that Mukesh was not sent to SKMCH, Muzaffarpur, for treatment in time, the commission said.

The BHRC also directed DIG, Tirhut Range, Muzaffarpur, to look into the reasons why police escort /security was not provided to Mukesh in time for taking him to SKMCH. The commission expects a report from DIG, Tirhut Range,  within two month, according to BHRC member Neelmani.

Mukesh Kumar Singh,  son of Ramnarayan Singh of village Sarhachia under Aurai police station ( PS) in Muzaffarpur district, who was sent to  SKMCH, Muzaffarpur, for life saving  treatment on September 4, ,2013,  died at the hospital on September 28, 2013.

According to an inquiry conducted by Mithilesh Kumar, Judicial Magistrate, Muzaffarpur, the deceased and his father Ramnarayan Singh, both convicted  in the murder case of grand-daughter, were admitted  to jail on  October 16, 2012. Mukesh developed jaundice and  was diagnosed Hepatitis B on August 13, 2013.

The medical board referred him to SKMCH but he could not be  sent till September 3, 2013 for want of escort /security despite letters to SSP, Muzaffarpur, on August 20, 2013, and August 24, 2013. When his condition became very critical, he was sent to SKMCH with the help of  the district police guard deputed at the  jail.  He died on September 28, 2013, at SKMCH. The Judicial Magistrate has opined that police escort was not provided in time for shifting him to SKMCH. The Judicial Magistrate, however, could not examine the police officers to know the  reasons for not providing  the security.

After death of Mukesh, jail authorities informed Bibhore Kumar, son of the deceased, to take the body for cremation. The deceased had already lost his wife and daughter as well as his mother.
