The report gives very few details about why Satya Narain Mahto was targeted, which is concerning given that a panchayat secretary can be involved in local disputes over land, funds, or public works. It would help to know whether the police are investigating his official duties, recent decisions, or any prior threats, rather than leaving it as an unexplained shooting.
