Patna: On the recommendations of the Union Public Service  Commmission,Bihar government on Friday decided to  deny two annual increments to the 1986 batch IAS officer ELSN Bala Prasad,currently pruncipal secretary to Bihar Governor.
The General administrtion department quoted two UPSC recommendations agreeing to the decision of the state government to stop two annual increments to Prasad who had gone on study leave abroad between 2003-08 but remained abroad on an unauthorised leave for two more years.Acting under the provisions of the All India Service Conduct Rules, the state government has stopped his two annual increments. Prasad protested the decision twice,which was referred to UPSC which turned down Prasad’s objections and approved the decision of the state government to deny two annual increments to Prasad.
