Patna : In a major administrative reshuffle, the Bihar government on July 31, 2017, trasnferred the district magistrates of East Champaran, West Champaran, Lakhisarai, Nawada, Bhojpur, Buxar and  Banka districts besides shifting the Principal Secretary to Governor E L S N Bala Prasad. Bala Prasad, a 1986 batch IAS officer in Apex scale, has been appointed Commissioner, Departmental Inquiry, under General Administration Department. Several senior IAS officers have been given additional charge.

Principal Secretary, Home, Amir Subhani, who is also holding additional charge of Principal Secretary, GAD, and Mission Director, Bihar Administrative Reforms Mission Society, and Principal Secretary, Prohibition, Excise and Registration Department, has been given additional charge of Principal Secretary, Minority Welfare Department.

K K Pathak, a 1990 batch IAS officer and Additional Member, Board of Revenue, has been transferred and appointed Principal Secretary, Mines and Geology Department. Pathak’s appointment as Principal Secretary, Mines and Geology, suggests that the state government has decided to crack down on sand mafias many of whom allegedly enjoy politocal patronage. Pathak would be holding additional charge of Additional Member, Board of Revenue, and Additional Commissioner, Departmental Enquiry, GAD.

Chanchal Kumar, 1 1992 batch IAS officer and Principal Secretary to CM, CM Secretariat, has been given additional charge of Principal Secretary, Building Construction Department. Atish Chandra, a 1994 batch IAS officer and Secretary to CM, CM Secretariat, has been given additional charge of Secretary, Information and Public Relations Department (IPRD). Brajesh Mehrotra, an IAS officer of 1989 batch and Principal Secretary, Cabinet Secretariat, with additional charge of Principal Secretary, IPRD, has been given additional charge of Principal Secretary to Governor.

H R Srinivas, an IAS of 1996 batch and Secretary, Resources, Finance Department, has ben given additional charge of Secretary, Board of Revenue. K Senthil Kumar, an IAS officer of 1996 batch and Additional Secretary,Education Department, has been transferred and appointed Additional Secretary, Labour Resources Department. Rajesh Kumar, an IAS officer of 2001 batch and Secretary, Board of Revenue, has been transferred and appointed Commissioner, Bhagalpur Division. Rajesh Kumar will also be holding additional charge of Commissioner, Munger Division.

Pratima S Kumar Verma, an IAS officer of 2002 batch and Additional Mission Director, Bihar Administrative Reforms Mission Society, has been given additional charge of Additional Commissioner, GST, Commercial Taxes Department.

West Champaran DM and an IAS officer of 2003 batch, Lokesh Kumar Singh, has been shifted and appointed Executive Director, State Health Society. He has also been given additional charge of Special Secretary, Health Department.

East Champaran DM and an IAS officer of 2003 batch, Anupam Kumar, has also been transferred and appointed State Transport Commissioner. Kumar has also been given additional charge of Director, IPRD, and MD, Samvad Samiti, IPRD.

Bhojpur DM and an IAS officer of 2004 batch Birendra Prasad Yadav has been transferred and appointed Special Secretary, Backward Classes and Extremely Backward Classes Welfare Department. Manish Kumar, an IAS officer of 2005 batch and Additional Secretary, Education, goes to Information Technology Department, as Additional Secretary. Rahul Ranjan Mahiwal, an IAS officer of 2005 batch and Additional Secretary, CM Secretariat, goes to Rural Development Department as Additional Secretary.

Lakhisarai DM and an IAS officer of  2006 batch, Sunil Kumar, has been transferred and made Additional Secretary cum Director, Social Security and Disability, Social Welfare Department.

Nawada DM and an IAS officer of 2007 batch, Manoj Kumar, too has been shifted and appointed Additional Secretary, Education Department. Saket Kumar, an IAS officer of 2009 batch and Director, Handloom and Silk Directorate, has been given additional charge of Additional Secretary, Building Construction Department, and MD, Bihar State Building Construction Corporation.

Buxar DM and an IAS officer of 2009 batch Raman Kumar has been transferred and appointed DM, East Champaran. Awanish Kumar Singh, an IAS officer of 2010 batch and City Commissioner, Bhagalpur, has bben appointed DM, Lakhisarai.

Banka DM and an IAS officer of 2011 batch Deor Nilesh Ramchandra has been shifted to West Champaran in the same capacity. Kaushal Kumar, an IAS officer of 2011 batch and  City Commissioer, Biharsharif, has been transferred and appointed DM, Nawada.

Sanjiv Kumar, an IAS officer of 2012 batch and DDC cum CEO, Zila Parishad, Gaya, has been shifted and appointed DM, Bhojpur. Kundan Kumar, an IAS officer of 2012 batch and DDC cum CEO, Zila Parishad, Nalanda, has been shifted and appointed DM, Banka. Ms Inayat Khan, an IAS officer of 2012 batch and DDC cum CEO, Zila Parishad, Bhojpur, has been transferred and appointed Joint Secretary, Tourism Department.

Mukesh Pandey, an IAS officer of 2012 batch and DDC cum CEO, Zila Parishad, Katihar, has been shifted and appointed DM, Buxar. Rajesh Meena, another IAS officer of 2012 batch and DDC cum CEO, Zila Parishad, West Champaran, has been trnasferred and appointed MD, Bihar State Water Board. Mohd S I Faisal, an IAS officer of 2004 batch and Additional Secretary, Information Technology, too has been transferred and made Additional Secretary cum Director, Minority Welfare Department.The GAD issued a notification to this effect on July 31.
