New Delhi : Union HRD Minister Prakash Javadekar will inaugurate “Kala Utsav” (Festival of Arts) at Bal Bhavan, New Delhi, on December 12, 2018. Kala Utsav is an initiative of the Department of School Education and Literacy of the Ministry of Human Resource Development.

About 370 children from all States (except Karnataka) and Union Territories will participate at the four-day national level competition that will be held in (i) Vocal Music (ii) Instrumental Music (iii) Dance and (iv) Painting. One girl and one boy from each State/Union Territory will compete in each of the competitions. Students representing Kendriya Vidyalaya Sangathan and Navodaya Samiti will also be competing.

Kala Utsav national competition was launched in 2015 with a view to promoting arts in education by nurturing and show- casing the artistic talents of school students. The children with special needs too will have the opportunity to display their talents, according to a PIB release.
