CWC separates child from foster mother

Ara : Bhojpur police forcibly took girl child from the lap of her foster mother and handed her over to the Child Welfare Committee (CWC)  on March 16, 2017. SHO, Woman Police Station,Ara, Poonam Kumari, citing the Doctrine of Lapse theory said that no one can keep a child without adoption or permission of his or her parents.

Mumtaj Ansari and his wife Bibi Haseena of village Barisawan under Shahpur police station in Bhojpur district found a newborn baby left unattended at a garden at village Nargada village under Shahpur police station on December 28, 2016. Though both had a girl child, they adopted her and were bringing up her as their own child.

Chairperson, Child Welfare Committee (CWC), Ara, Sunita Singh got information that a newborn baby had been adopted by Mumtaz Ansari and Bibi Haseena. She asked Shahpur police station to produce the baby before the CWC. On her command, police brought the baby along with his foster mother, Bibi Haseena, at the office of the CWC and handed over the child to CWC. Bibi Haseena could not bear separation from the child and fell unconscious at the CWC office. Mumtaj Ansari said that after they got the child, they informed the Mukhia of their village and gave a written assurance to him that they would bring up the child as their own.
