New Delhi: Ministry of Human Resources Development (HRD) is working to develop an internal mechanism to contain indiscriminate opening of new institutions all over the country. Due to decline in the quality of education, the number of degree holders are increasing manifold but employment is not increasing significantly. Therefore, the HRD ministry is readying a blueprint to stop indiscriminate opening of institutions.

According to a report on `Aspiring Minds National Employibility’, around 80 % of students from 650 colleges were not employable particularly B Ed, M Ed, Engineering, medical and management degree holders lack the employability potential. But the institutions to provide these degrees are increasing. The students normaly spend huge amount to obtain these degrees but they do no have potential to get employment as they do not have quality education in their respective stream. So the government wants to determine which course is required more in the coming years and then grant permission for opening new institutions. Precisely, quality of education would be key determinant in opening of B Ed, M Ed or engineering institutions.

In this direction, the ministry of HRD wants to make long term policy to assess how many teachers are required in different subjects all over the country during the next one decade. This will determine the opening of B Ed institutions. A data base will be prepared for each state and having districtwise break up related to requirement of teachers in Mathematics, Science and other streams. This kind of exercise was not undertaken by the HRD ministry in the past but the ministry is keen to make this internal assessment now.
