Bihar Govt. effects major administrative shake up, transfers 13 DMs

Patna : Bihar Government, in a major administrative shake up on  February 17, 2020, night, transferred 13 District Magistrates (DMs) besides shifting some senior IAS officers and giving additional charges to few Principal Secretary and Secretary rank officers. The Government has transferred the DMs of Katihar, Aurangabad, Khagaria, Araria, East Champaran, Muzaffarpur, Kishanganj, Madhubani, West Champaran, Nawada, Banka, Saharsa, and Siwan.

Katihar DM Ms Poonam, a 2005 batch IAS officer, has been transferred and appointed Special Secretary, Agriculture Department. Kanwal Tanuj, a 2010 batch IAS officer and Additional Secretary, Rural Development Department, has appointed DM, Katihar.

Aurangabad DM Rahul Ranjan Mahiwal, also a 2005 batch IAS officer, too has been shifted and appointed Special Secretary, Rural Development Department while Khagaria DM Aniruddha Kumar, also a 2005 batch IAS officer, has been shifted and appointed Special Secretary, Home Department.

Araria DM Baidyanath Yadav, a 2007 batch IAS officer, has been transferred and made Additional Secretary, Health Department, while East Champaran DM Raman Kumar, a 2009 batch IAS officer, has been transferred and appointed MD, Bihar Urban Infrastructure Development Corporation.

Chandrashekhar Singh, a 2010 batch IAS officer and Additional Secretary, CM Secretariat, has been transferred and appointed DM, Muzaffarpur. He has replaced Alok Ranjan Ghosh, a 2011 batch IAS officer, who goes to Khagaria in the same capacity.

Himanshu Sharma, a 2011 batch IAS officer and DM, Kishanganj, has been shifted and made Chief Executive Officer, Patna Municipal Corporation (PMC).  Madhubani DM Shirsat Kapil Ashok, also a 2011 batch IAS officer, has been transferred and made DM, East Champaran.

West Champaran DM Deor Nilesh Ramchandra, another 2011 batch IAS officer, has been shifted and appointed DM, Madhubani. Banka DM Kundan Kumar, a 2012 batch IAS officer, has been transferred and appointed DM, West Champaran. 

Nawada DM Kaushal Kumar, a 2012 batch IAS officer, has also been transferred and appointed DM, Saharsa. He has replaced Shailja Sharma, a 2013 batch IAS officer, who has been appointed Joint Secretary, Road Construction Department.

Siwan DM Ms Ranjita, a 2013 batch IAS Officer, has been shifted and appointed Labour Commissioner, Labour Resources Department. Amit Kumar Pandey, a 2014 batch IAS officer and CEO, PMC, has been appointed DM, Siwan. Yashpal Meena, a 2014 batch IAS officer and DDC, Kishanganj, has been shifted and appointed DM, Nawada.

Sourabh Jorwal, another 2014 batch IAS officer and DDC, Nalanda, has been shifted and made DM, Aurangabad. Suharsh Bhagat, a 2015 batch IAS officer and DDC, Patna, has been transferred and appointed DM, Banka.

Aman Sameer, a 2015 batch IAS officer and DDC, Purnia, has been transferred and made DM, Buxar. He has replaced Raghvendra Singh, who has been relieved for cadre change. Singh will be joining Madhya Pradesh cadre.

Prashant Kumar, another 2015 batch IAS officer and DDC, Munger, has been shifted and appointed DM, Araria. He has replaced Baidyanath Yadav. Aditya Prakash, a 2014 batch IAS officer and DDC, Saran, has been transferred and appointed DM, Kishanganj. Animesh Kumar Parashar, a 2010 batch IAS officer and Bihar State Food Corporation, has been shifted and made Additional Secretary,  Art, Culture & Youth Affair Department.

Principal Secretary cum Mines Commissioner, Mines & Geology Department, Harjot Kaur Bamhara, a 1992 batch IAS officer,   has been given additional charge of MD, Bihar State Women Development Corporation.

Vijaylaxmi N, a 1995 batch IAS officer and Principal Secretary, Animal & Fisheries Resources Department, has been transferred and made Principal Secretary, Sugarcane Industry Department.

N Sarwan Kumar, a 20batch IAS officer and Secretary, Agriculture Department, has been given additional charge of Secretary, Animal & Fisheries Resources Department.  Pankaj Kumar Pal, a 2002 batch IAS officer and Secretary, Food and Consumer Protection Department, has been given additional charge of MD, State Food Corporation. Dharmendra Singh, a 2006 batch IAS officer and Director, Employment and Training, Labour Resources Department, has been given additional charge of Director, Fisheries. The General Administration Department issued notifications regarding these transfers on February 17.
