New Delhi : The Ministry of Social Justice and Empowerment being the nodal Ministry for Drug Demand Reduction implements the “Central Sector Scheme of Assistance for Prevention of Alcoholism and Substance (Drug) Abuse”. As per entry no. 8 of the List-II (State List) of the Seventh Schedule of the Constitution, the production, manufacture, possession, transport, purchase and sale of intoxicating liquors is a State subject.

The Main objective of the Scheme is to alleviate the consequences of drug and alcohol dependence amongst the individual, the family and society at large and to provide for the whole range of community based services for identification, motivation, counselling, de-addiction, after care and rehabilitation for Whole Person Recovery (WPR) of addicts to make a person drug free, crime free and gainfully employed.

This information was given by Minister of State for Social Justice and Empowerment Rattan Lal Kataria in  written reply to a question in Lok Sabha on July 9, 2019, according to a PIB release.
