Bagaha: Bagaha police district was carved out from West Champaran revenue district in January 1996 after killing of 15 Tharus at Narakatia Done village in Karamahiya Done panchayat under Ramnagar block on the night of December 15, 1995. But, Bagaha police district headquarters is still located in a dilapidated building in Gandak Colony, Bagaha, while police barracks are located in five crumbling godowns.

The then chief minister Lalu Prasad, who had visited Narkatia Done village on December 17, 1995, after the massacre, had annouced from the dais that Bagaha would be made a police district. The district police office runs from  a dilapidated building earmarked for the residencce of an executive engineer while the SP has been accommodated in an inspection bungalow of the Gandak project at Dumawalia. Sources said that several efforts were made to acquire  land for construction of Bagaha district police building but to no avail so far.

Bagaha police district SP Anand Kumar Singh says that the land measuring about 30 acre was acqired at revenue village Pokharbhinda  adjacent to Bagaha sub-divisional headquarters under Shiddhaw Anchal and some raiyats had even received compensation for their land but one of the farmers Parasnath Tiwari had knocked the door of the Supreme court in 2013 and the acquired land was returned to the raiyats. After that it was  dicided to utilise Gandak colony for the purpose by constructing new buildings after dismantling old ones and a proposal has been sent to Ansar Ahamad, ADM(revenue), West Champaran, by DCLR, Bagaha, Gayanchand Prasadon August 19, 2016, in this regard. Meanwhile, the water resources department , Bihar government, has opened headquarters of flood control division there from June 2016. Naugachia police district headquarters, on the other hand, is running in new building.
