Patna: Bihar Human Rights Commision (BHRC) on Friday directed Araria DM to look into the delay in payment of  compensation amount to a rape victim of village Posdaha in Araria district and submit a report to it before August 5, 2016. The District Welfare Officer, Araria, has been asked to appear before the Commission on August 5 along with action taken report and reasons for delay, according to BHRC member Neelmani.

Wife of Kusum Lal Sada, village Posdaha under Narpatganj police station in Araria  district  had informed the BHRC  that she was subjected to rape by local Mukhiya and a case was  lodged with Narpatganj PS on March 9, 2010, under  section 376 of IPC and chargesheet was filed by the police. But the dalit woman  ,has not  been paid the compensation amount despite shuttling between the police station and the office of District Welfare Officer, Araria. According to the complaint the then SHO Narpatganj had sent recommendation to the District Welfare Officer, Araria, for grant of compensation on April 10, 2013, through a letter.

The Commission,  according to Neelmani, had asked for responses from District Magistrate, Araria, and SP, Araria. SP, Araria, has informed that chargesheet was filed against accused Suryanand Yadav (Mukhiya) on September 30, 2011,  and recommendation for compensation to the victim was sent again on February 15, 2016. Response from District Magistrate, Araria, has not been received yet.  The matter has been listed for August 5, 2016.
